Since the last century, performance evaluation has been concerned by scholars and statesmen all over the world. With the approach of economic and social development, public libraries also have a great development and improvement, whether international organizations or western countries gradually tend to focus on the performance evaluation of public expenditure in this public program. Along with the continuously deep going of free open policy of public libraries, museums and archives in China, the public spending of county libraries grows rapidly. In this crucial period from construction to management, how its performance is and whether we are meeting the objective and satisfying the broad masses of our people, and provide what kind of social influence and values should be clear.This thesis first introduces the backgrounds and values of taking the performance of public expenditure of county libraries as research object. And then, it presents global and domestic literature reviews on the performance evaluation of public expenditure and the performance evaluation of public libraries. Then it introduces the performance indicator system, including principles of design, explanations of indicators, and the progress of applying the Modified Delphi Method. The field research on the7county libraries in Zhejiang province, accomplishes640questionnaires in and out of libraries. Through field observation, symposiums with staffs and interviews on different people, we get a comprehensive understanding and give a detailed analysis and assessment. With summarizing the mainly effectiveness and problems, this thesis attempts to make4suggestions.
