The Evaluation And Improving Path Of County-level Public Libraries In Jiangsu Province Efficiency

As an important part of modern public cultural service system,public library has been one of the most effective places to promote the construction of spiritual civilization,such as the dissemination of scientific and cultural knowledge,the improvement of citizens' reading,social education and the preservation of cultural heritage for a long time.As the cornerstone of public library system,county-level public library plays a bridgehead role in meeting the cultural needs of readers.The efficiency evaluation of county-level public library can better show the resource allocation,operation and internal management of county-level public library,provide important basis for the scientific decision-making of library managers and cultural departments,and has important significance for improving the core competitiveness and service efficiency of county-level public library.This paper makes a qualitative and quantitative analysis on the efficiency evaluation of County-level Public Libraries in Jiangsu Province from two aspects of theoretical research and empirical analysis.In the aspect of theoretical research,this paper expounds the relevant concepts,DEA methods and four commonly used DEA models of public library efficiency,and constructs the input-output index system of County-level Public Library in Jiangsu Province Based on the latest national evaluation standards and relevant evaluation principles of input-output indexes.In the aspect of empirical analysis,this paper uses BCC model to evaluate the efficiency of 85 County-level Public Libraries in Jiangsu Province;uses cluster analysis method to divide 85 county-level public libraries into five categories according to the comprehensive technical efficiency;uses super efficiency model to further distinguish the efficiency of different public libraries;uses uncontrollable DEA model to calculate the efficiency considering the resident population After uncontrollable factors,the efficiency of public libraries at county level.Finally,this paper puts forward the path to improve the efficiency of County-level Public Libraries in Jiangsu Province: First,increase the input of resources to ensure the service capacity of county-level public libraries;Second,strengthen the internal management,improve the county-level public library operation mechanism;Third,optimize the allocation of resources and improve the coverage of county-level public libraries;Fourth,encourage cooperation and exchange,and promote the balanced development of county-level public libraries;Fifth,strengthen external supervision and unblock the complaint channels of county-level public libraries.
