With China’s accession to WTO commitments to be honored, the domesticcommercial banks to more fully integrate into world financial markets, the bankingsector to participate in international competition. Foreign commercial banks withadvanced technologies and the influx of more financial products, a strong impact onthe domestic banking sector, competition for resources is comprehensive, intense,particularly as a tool for competitive advantage-human resources more competitive,efficient utilization of human resources has been an increasing number of enterprisevalue. How to strengthen the human resource management, to attract and retainqualified personnel, with good talent to achieve employee performance improvementand the improvement of enterprise management, improve enterprise’s corecompetitive edge of great strategic significance.Based on the domestic and foreign commercial banks in the study ofperformance management systems, application status and development trendcombined with BQD the actual demand for analysis and design performance appraisalmanagement system. The completion of the commercial banking system’s overallperformance management framework and the design of each functional module, sothat organizational networks, information networks, combining scientific and practicalcombination of focus on the performance appraisal system, each functional module,database system design, production system from a head office data collection andperformance measurement and management of data collection between subsystems,all through the computer system to complete. Finally, we discuss the implementationprocess of the system problems and suggestions for improvement.In this paper, I build the entire system with J2EE framework Spring, Hibernate,Jsf, ExtJs which more popular at present, combined with the actual needs of thecommercial banks, innovative way will be distributed, centralized integration oftechniques and methods in the practical application of, using existing technology andhuman resources to improve the efficiency and effectiveness of performance appraisalfor the management to provide a reliable performance appraisal system; establish a scientific and rational performance evaluation index system, in order to harness thetremendous potential and the promotion of BQD of sustainable development.
