Technology innovation is the main way to enhance the core competitiveness ofthe tobacco companies. It is also an important measure to achieve sustainabledevelopment. The tobacco of Yueyang in recent years actively promotes scientific andtechnological innovation and keep up the pace to increase independent research,development capabilities and core competitiveness. However, technologicalinnovation work of the tobacco industry of Hunan Province, from the TechnologyInnovation Program, the assessment of the innovation projects, innovation projectsproject management and acceptance of such links to the scientific and technologicalinnovation projects are all labor management process. On the one hand, inefficientmanagement is likely to cause delays in the process of technological innovation, onthe other hand, the subjectivity of the process management and review links alsoeasily lead to unjust project management and review process, thus affecting a trulyinnovative project failed to report and project.Aiming at the lack of innovation of science and technology work, to sort out thereporting process of technological innovation based on a detailed needs analysis, toreconstitute(Business Process Reengineering) manual processes which is simplifiedand can be grouped, and to achieve streamline processes which is easily implementedand executed, to lead the workflow technology into the science and technologyinnovation project and management of whole process and establish a tobacco-basedworkflow engine technology innovation project management services platform; tounify the work of the scientific and technological innovation, scientific andtechnological innovation in order to advance a comprehensive computerizedmanagement and workflow technology into work standardized management, toimprove efficiency and reduce errors. The main work of thesis is as follows:(1) The application of Business Process Reengineering (BPR) technology, thereconstruction of global technology innovation project management businessprocesses.To sort out the detailed needs analysis based on the reporting process oftechnological innovation that can merge, simplify manual processes Business ProcessReengineering (BPR) and form a streamlined process which is easy to implement andachieve. (2) Based on the workflow engine, to implement electronic global scientific andtechnological work, processes and systematic management.Based on the preliminary needs analysis, the global scientific and technologicalinnovation projects based on manual reporting, auditing, implementation, acceptanceof all aspects of electronic processes and systematic unified management of the entirescientific and technological innovation work to standardize the reporting processimprove declaration efficiency.(3) To build interactive Web applications based on AJAX technology andachieve real-time online service platform session. AJAX, JavaScript XML HttpRequest object to communicate directly with the server. It can exchange data withoutreloading the page with the Web server and facilitate the realization of the platformwithout refreshing the online real-time session.This paper further integrate technology innovation business practice, applyworkflow technology and information visualization techniques into the process oftechnological innovation management platform and achieve good results. Theresearch results provide support on the theory and practice of our project managementplatform and ultimately build a service-oriented project management platform toenhance enterprise resource configuration fueled.
