Along with the popularity and development of the enterprise human resource information system, some common problem rises. Human resource information system in most enterprises has just completed the change of data collection and storage medium in the process of electronica. When providing decision support for enterprise, it lacks the big probality evidence for enterprise decision, which is refined from the big information system.At the same time, when the enterprise optimizes the allocation of human resources, it also lacks the basis of actual models.The concept of efficiency factor in the system engineering has been widely used in system analysis, material science, environmental science, social science and other fields, but the research and application in the enterprise information system is rare.The purpose of this study is to introduce the concept of effectiveness factor to the existing human resources management system database, And the effectiveness factor, is used to record and optimize the task efficiency, resource efficiency, training efficiency and other examination factors of the enterprise human resources management system continuously. Then it refines the basis of optimal configuration for SMB by mathematical statistics.From the view, of enterprise operations, a linear model can be established and implemented, which is called ’efficiency factor model of human resource information system’. Finally ’the enterprise human resources management system for examination and decision model’has been proposed by the correlation analysis on the model.The study aims to provide the best model for the enterprise human resources management, by the way of effectiveness factor, data acquisition, tracking, continuous optimization and make hard things simple, in order to facilitate the enterprise evaluation, resource optimization and decision support.
