The optimal allocation of science & technology resources is one of the central matter for scientific research performance and scientific research policy, the important aspect of resources allocation and the base of scientific research innovation system. All country in the world regard the optimal allocation of science & technology resources as a important strategic matter, for its shortage and long-time maximize avail.On the background of foundation of college scientific research innovation system in Liao-Ning province, this paper evaluates the allocation efficiency of college science & technology resources in Liao-Ning province, analyses the impact factor quantificationally. For the limitation of subjectivity in the traditional method, we analyse the character of Data envelopment analysis model from the point of input-output during the analysis of allocation efficiency, resolve the problem of unknown input-output relationship and provide more scientific support for the decision maker. Based on the analysis of allocation efficiency, we set up the method to look for influencing factors(include scale, structure, input) .Method that here adopt linear mainly, coefficient correlation analyse data envelopment analysis etc., A series of conclusion were elicited.To apply the decision support system to Liao-Ning province, then the thesis do the system analysis and system design. The system design completes designing the system construction and modules, The last is a simple example. The whole system is quite scientific, comprehensive and easy to use. It presents a suit of effective method and technologies to improve the scientificity of decision-making and the allocation efficiency.
