Human resources management is an important component of enterprisemanagement, and supporting activity in the enterprise’s operation. In the doubleimpact of new management idea and the management pattern, the position of humanresources department is also constantly changing a lot from personnel managementdevelopment to modern human resources management. The application ofinformation and computer technology now becomes a common phenomenon, whichmakes industry prosperity. For those different HRM softwares, how to select the rightone always makes the enterprises puzzled. This is the problem of human resourcesdepartment to be solved.Based on the current development of HRM information, the human resourcesinformation processes in China and the demand of HRM information products, theproblems of HRM information in Chinese enterprises was analyzed. By applying theHuman resources management theory, Human resources cost and early warningmanagement theory, a Human resources management system with the early warningfunction of human resources cost was established. Through an empirical test, thescientificity and effectiveness of our system was validated. The results enrich theinformation theory of china enterprise human resource and they are of important tothe practical significance on improving China enterprise enhancement managementlevel and obtaining greater economic efficiency.
