Since 2008, the plan of Peking Opera class for primary and middle school students has been implemented for eight years. Essentially speaking, the aim of this plan is to promote the inheritance of Chinese culture and build the common spirit of China. What is beyond all doubt is that this plan is essential in the inheritance of Chinese culture and Peking Opera. However, in these eight years, arguments on this plan never stopped. In these arguments, there are both pros and cons. No decision has been made about the rationality of this plan. This problem brings about much resistance to the plan. To study the essence and to demonstrate the rationality theoretically has become into an important issue.Therefore, this paper applied the theories of culture and education to study the essence and rationality of the plan in three aspects:Firstly, the paper analyzed the background and status quo of the plan. To rationally survey the plan, we must observe it in the background of culture and education. Therefore, the paper firstly analyzed the background of the plan, and proposed that the plan is back grounded in three aspects:the dilemma of Peking Opera, Chinese culture and quality-oriented education. Then, the paper analyzed the status quo of the plan from the aspect of the department of education and the local areas. The analysis about the background and status quo provides a basis for the study of the essence and the rationality of the plan.Secondly, the paper analyzed the essence of the plan of Peking Opera for primary and middle school students. According to the diversity of the arguments, the paper proposed the key point of the study, which is the essence of the plan, and analyzed the problem. The research induced the main arguments into three aspects, which are "should Peking Opera be introduced into classroom", "whether the plan is effective" and "how should the plan be carried out". Based on this inducement, the paper analyzed the main misread about the plan, and induced it into three aspects:the isolation of the aim and the measure of the plan, the unsound generalization of the concept of Chinese culture and the confuse of culture and its carrier. Based on these analyses, the paper defined that the essence of the plan is a culture plan in the form of a education plan and the aim of the plan is to solve the contradiction between Chinese culture and its barriers. This definition answered the question of what is the plan of Peking Opera for primary and middle school, and clarified the different arguments about the plan. This definition is a basic idea of the paper.Thirdly, the paper demonstrated the rationality of the plan. According to the definition of the plan, the plan is related to education, culture and the relationship between them. Therefore, the paper analyzed the rationality in three aspects, which are the rationality of its education attribute, its culture attribute and the congruence between these two attributes. The analyses combined the theories of culture and education and the practices of our country in these two fields to demonstrate the rationality of the plan. The result shows that no mater from the aspect of culture and the aspect of education, the plan is necessary to be carried out in the whole country. And meanwhile, as a combination of culture plan and education plan, the culture attribute and education attribute are inter-accorded and inter-supported.The research of this paper clarified the basic theory problems of the plan of Peking Opera for primary and middle school students, which could make a foundation for the plan and provide a reference for further studies about the concrete means to carry out the plan.
