Higher Professional Education in recent years shows a good development trend. The number of vocational schools increases from 442 in 2000 to 2012 in 1284,6 times more than in 2000 in enrollment. There are over 10-million students in all vocational schools, which is 8 times more than that in 2000.The number of graduates reaches nearly 4 million, an increase of 7.5 times compared to 2000.It fruited a large number of high-skilled graduates. The rapid development of society demands high quality of higher professional education. Currently the vocational education has undergone a strategic transformation from construction in quantity and scale to content, quality development, and how to gain a low-cost, high-quality in input and output, improve the quality of teaching and learning, to get the whole strategic objectives, maintain the development healthy and stable, management and development in performance is necessary. Traditional management system in performance has out, which only focused on the results and ignored the whole teaching process, In addition the index selection in evaluation of performance is too subjective, unreasonable and short-sighted. Furthermore the traditional management in performance results in the lacking in aspects of customer evaluations and incentives of internal staff. Because the quality of teaching management and evaluation of internal business processes is seen as important as assets invested. All in all it cannot fully reflect the performance level of the schools. Focusing on the objectives of development and management in performance, which will be a hard question.Then it will reflect the whole level of management performance when all the variety of methods integrated into an organic whole. Perfect performance management system can motivate staff initiative, prove school development and obtain the strategic objectives of the college. Hence vocational colleges are able to establish fit performance management system, which is according to their own situation.In this paper, the fruit and performance on vocational schools of management theory, which analyzes the questions and causes exist, introduce the performance management assessment methods. We combined the Balanced Scorecard four dimensions and the characteristics of S vocational institutions, to identify key indicators for S Development of Vocational Colleges. Finally, determine he share of the weight in each index according to the Analytic Hierarchy Process and build a complete performance management framework.
