Physical education in the common universities belongs to a part of high education, it is an important process of cultivating comprehensive person with ability of morals, wisdom, body, tasting and has the critical effect on the quality of person with ability that the common universities transport the society. During the process of physical education of the common universities organizing, controlling, coordinating, implementing, feeding back, performance appraisal of physical education is integrated reflection to targets resources arranging flow of physical education. As an important part of performance management in physical education in the common universities, performance appraisal has something with performance management in physical education and even the whole performance management of education to some extent. It has the impact on educational quality and ultimately the quality of cultivating person with ability, so appraising performance of physical education with no doubt plays a magnificent role of physical education and even all the educational work.Based on the basic concept, the paper introduces concept of performance to physical education and discusses relative theories about performance of physical education and performance appraisal of physical education. The paper also analyses feasibility and superiority of balanced score card in nonprofit organizations applying performance management of physical education, then discusses utilization of strategic idea of balanced card in the performance appraisal of physical education according to concrete contents of 4 dimensions of balanced card and consequence among every dimension, thus the strategic target is transformed to concrete performance indexes, and finally schemes out the appraisal system including 4 level-one indexes, 12 level-two indexes and 46 level-three indexes by the methods of literature study, questionnaire, interview and logical analysis. Applying analytic hierarchy to determine the index weights on all levels, the paper utilizes the means of combining quality and quota and attempts to establish performance appraisal criteria of physical education in the common universities, according to practical developing conditions of the common universities in China, correlative rules of law and suggestions of correlative authoritative experts.
