Nowadays, the idea of performance management in the enterprise has been popular and achieved good results. However, performance management in universities is still in the stage of trial. Presently, university is one of the most important power of scientific research in China, and its level and research grade has always been the focus in science and technology. University is an important force to enhance the overall strength of scientific research, as well as the competitiveness of China's science and technology. Therefore, the evaluation of the study for scientific research and performance in universities is very significant. With the Continuous deeping and improvement of science and technology reform in universities, scientific evaluation has become an important part of the scientific management in universities. Our former evaluation of scientific performance focus on qualitative evaluation, in other words, it is peer review law, which means inviting experts and administrative staff together to evaluate the level of academic research. In recent years, in order to improve evaluation level, many research institutions and universities have started to introduce foreign evaluation ideas to improve the existed evaluation system.Balanced Score Card is the most popular strategy management tool in the world at present. The BSC was created by Robert Kaplan and David Norton. Compared to the traditional performance evaluation, BSC has such Characteristics as following: balance of process and goal, equality of financial indicators and non-financial indicators, balance of Short-term goals and long-term goal. Based on the characteristics of the Balanced Scorecard university research performance evaluation system, this article combines the reality of China's university research and features, revising the BSC and building a staff from research funding and expenditure, research strength, social acceptance, research planning and staff development, Altogether four stratification planes, 18 key performance indicators composition based on BSC university scientific research achievements appraisal system.In this paper, literature study, SPSS statistics soft, questionnaire, case study and interview are applied. It has analyzed the current situation in China's colleges and universities concerning research evaluation system, and selected for the school's performance evaluation by BSC. And then, it determines their ratios in order to lay the foundation for the final score. After determining the indicators and related weight, we need collect data for indicators to determine the evaluation criteria, and do some applicable research for this evaluation system. To a certain extent, this evaluation system can be used to be a reference standard for universities as a performance evaluation of universities for scientific research and promote capabilities of scientific research and management.Drawing on the BSC model of enterprise performance management, by analysis of the research work vision in university, this article has found four evaluations of research work in university on BSC scientific work. Connected qualitative and quantitative evaluation, it has constructed a scientific university evaluation system,past practical research,completed the application process,tested the evaluation of the merits and shortcomings of the system..
