When quite limited educational fund could not meet the urgent need for talents in China,the first private college arosed accordingly as a fresh product of educational reform in 1992.As an important component of private higher education,independent colleges developed rapidly in recent years,but they were also faced with many problems such as lower social acknowledgment.How to enhance their advantages and avoid weaknesses and improve teaching quality with limited fund is the primary issue for independent colleges to deal with.Performance evaluation plays a prominent role in this process.With the popularization of higher education advancing in our country,two-layer administration between the university and its institutes is gaining its popularity among universities.It is helpful for promoting the optimized allocation of education resources,vitalizing organizations at all levels,improving management efficiency and it is the inevitable outcome of management structural reform in universities.Within this system,department at the second level is the important entity,and on this basis,performance evaluation of independent colleges is a subject worth deeply studying.This article takes DG College as the object of study,introduces its basic information and the state quo of performance evaluation,and mines problems in this process.Then,according to improved model of balanced score card,it decomposes the college's strategic targets and makes strategic maps.And,weight is set by analytic hierarchy process,expert evaluation method.Performance evaluation index system in the departments of DG College is optimized from the view of two-level management.On this basis,composite index method is adopted as the evaluation method to establish a comprehensive evaluation model with multi-indexes.Next,the article illustrates the effect of this system,exemplifies main processes during application,analyzes the differences between the improved performance evaluation index system and the old one,and last,provides some approaches to further improving performance management in DG College.
