In the 21 st century,with the rapid development of knowledge economy,science and technology has become "the first productive force",to promote the development of society in the social and economic development plays a more and more important role.The competition between countries all over the world are increasingly embodied in the battle of science and technology,science and technology level has become the key factor to measure a country's economy and the comprehensive national strength,so scientific research has increasingly become one of the most important cause of human society.The level of scientific research in colleges and universities is an important symbol of a country's strength of science and technology.Scientific research activities in colleges and universities not only create basic conditions for improving the teaching quality and cultivating high-level talents,but also provide the latest scientific and technological achievements for social and economic development.Scientific research achievements are the crystallizations of scientific research work,and the scientific evaluation of it is an important part of scientific research management,as well as an important means of guidance and feedback effect to scientific research in colleges and universities.Firstly,the research reviews the relevant research of the evaluation of scientific research achievements in colleges and universities at home and abroad,and retrospects the related theory about the Balanced scorecard(Balanced Score Card,referred to as BSC),then analyses the feasibility of evaluation in scientific research achievements at colleges and universities.Secondly,the research builds the evaluation index system of university scientific research based on the balanced scorecard.On the basis of defining the evaluation target and the principle of the index selection,the research makes reference to the model of the balanced scorecard and combines with the characteristics of university scientific research evaluation to revise the four dimensions of balanced scorecard,and constructs four aspects that including the scientific research funds,social evaluation and recognition,scientific research strength,learning and growth,a total of 18 indicator s.Thirdly,the research adopts the Analytic Hierarchy Process to determine the weight of indicators,collects the relevant data,determines the evaluation standard,then constructs the specific evaluation index system.Finally,taking F University as the case,the research carries on the appraisal to the scientific research achievements situation of F university,and puts forward relevant countermeasures and suggestions according to the results of the evaluation.The innovation point of this paper is from the function and structure of BSC,which combines the university's strategy of setting with the evaluation of scientific research achievements to build the index system that suitable for the development of university's scientific research.It clears the direction and specific action of scientific research in colleges and universities,guides the specific research activities and provides a new approach to promoting the development of scientific research work and the evaluation of scientific research achievements in colleges and universities.
