As the aging process becoming severe, needs for the elderly increasing,the traditional home-nursing mode cannot meet the demands of the elderly any more. Developing institutions which nursing the old is a must choice for China. These institutions should not only care about their common daily life, but also about their needs of medical service. Medical-nursing combined institutions will be a trend in the future. At present, some scholars have done some researches on developing medical-nursing combined institutions from aspects of communities, institutions, and hospitals. Based on the research of some secondary public hospitals, we found that some medical resources in these hospitals have been left unused.So secondary hospitals whose service is covered by tertiary hospitals,workers hospital whose profits influenced by company can bring in private capital to develop medical-nursing combined projects.Although there are many difficulties now, it can be an example for public secondary hospitals’ transformation. PPP projects in other countries,especially in Britain, are running very well. Recently, PPP has been applied to some infrastructure in China, but there is not a case that PPP has been used in medical-nursing combined projects throughout China. We have done questionnaire surveys among the elderly in central districts of Chongqing, in order to know their needs for medical-nursing combined services and analyzed its effect factors; and we interviewed some leaders of secondary public hospitals,governments and some experts, analyzing the difficulties and solving ways of developing medical-nursing combined projects in secondary public hospitals with PPP mode, and proposed some suggestions for it in this thesis.
