Research On The Problem And Development Strategy Of Yibin's Pension Institutions Based On The Combination Of Medical Care And Elderly Care

Since 1999,China has officially entered the aging society,there are two features of the problem: the number of aging population is big and it grows fast.In the economic background of "get old before you are rich" and the social background of "4-2-1" family structure,the function of family pension is getting weaker.The aging population has pushed the pension issue to the fore of people,the socialized retirement system has became the inevitable trend.But there is a gap between the content of our country's pension service and the actual needs of elderly people.The Combination of Medical Care and Elderly Care system is proposed to meet the actual needs of modern elderly people and fill the gap of high level medical-nursing services in the elderly.This article through to Yibin aging and pension present situation analysis of related data to describe the current situation of the development of pension institution in Yibin region,and points out the pension problems in the management of pension status quo in Yibin area.After analyzing the model of “Combination of Medical Care and Elderly Care” of Luzhou social welfare institution and comparing with related data of Yibin's,the following conclusions can be drawn:(1)the government pays less attention to it,and its policies,funds,management and other supporting systems are not perfect,resulting in poor operation of pension institutions;(2)lack of facilities of pension institution,poor medical services,lack of orientation and features,shortage of professional talents and low overall service level;(3)social propaganda is not enough,and old people are biased against pension institutions,they are unwilling to stay in and causing waste of social pension resources.According to the above analysis,the author puts forward three suggestions :(1)from the government policy aspect,the policies need to be implemented,and the relevant departments of the power and responsibility should be clear,let the old man at public expense to be balanced distribution and improve the treatment of medical staff which in the model of “Combination of Medical Care and Elderly Care”;(2)from the pension institution management aspect,they should open up channels for financing,be pluralistic development,optimize the structure of the department,locate services with service objects and strengthen the construction of nursing staff team;(3)form the social aspect,it should pay attention to publicity,while popularizing the concept of “Combination of Medical Care and Elderly Care” and fully mobilizing social resources.This article has one innovation: because “Combination of Medical Care and Elderly C are” in China is still in its infancy,and in view of the third-tier cities “Combination of Med ical Care and Elderly Care” exploring research is relatively insufficient.This article takes t he problems of pension in Yibin as the research object,from the perspective of pension inst itutions,through the comparison and analysis of the development content of “Combination of Medical Care and Elderly Care” system of Luzhou social welfare institute,with the pens ion status in Yibin,to provide some references to the pension institutions development of th e third-tier cities.Therefore,this article has some innovations in the object and some creativities in perspective to a certain extent.
