In recent years,with the emergence of the "silver wave",the aging degree of China's population is deepening,the number of elderly,empty nest,disabled people rapidly increase,the elderly for the elderly care service requirements are more and more high,at the same time,the demand is more and more urgent.In June 2016,the Ministry of Civil Affairs and the National Health and Family Planning Commission jointly issued the Notice on The Determination of the First Batch of State-level Pilot Units for Integrating Medical care with Family planning,and identified S City and 50 other cities as the first batch of state-level pilot cities for integrating medical care with family planning.In this paper,under the background of an aging population S city medical combination of pension mode as the research object,to demand level theory,active aging theory,welfare pluralism theory as the foundation,combined with the comprehensive medical and pension services,medical raise the relevant concepts,such as combination of pension services by using the method of literature analysis and the interview analysis S city medical combined with the status quo of pension services,and the city "d keep combination" S pension services and analyzes the main problems and causes,Suggestions to consummate the city S d a combining way of pension services.At present,the medical care combined with the elderly care service in S city still has an imperfect government system and lack of linkage between multiple departments.Lack of industry standards,fuzzy function positioning;Low degree of resource participation and lack of financial guarantee;The overall layout is not reasonable and lacks effective planning;Service level is not high,lack of professional talent allocation and other problems.The role ofmedical resources in the combination of medical care and elderly care services is lacking and resources are wasted.In view of the problems existing in the current model of combining medical care with old-age care in S City,this paper proposes to strengthen the leading position of the government and establish the department coordination mechanism.Establish uniform industry standards and improve the service supervision system;Explore long-term care system to form multiple financing channels;Rationally allocate and optimize the layout and make full use of medical resources;Measures such as strengthening professional personnel training and improving the service level of the industry should be taken to effectively improve the quality and level of medical care combined with elderly care services in S City.
