By the end of 2009 University Publishing House was transferred into enterprises, and according to the development planning and requirements under market economy, it implements market-oriented operation and management. The communist party’s 18th national congress also proposed to develop cultural industry as a pillar industry of the national economy, and identified three main tasks of the development of cultural industry, to enhance the overall strength and competitiveness of the cultural industry.After the transformation, University Publishing House, for their own development and improvement of the market competitiveness, generally used performance appraisal to improve the enthusiasm of the staff, and established the corresponding performance evaluation index system, which mainly used economic indicators to evaluate. This is a single economic index assessment although in the short term achieves good results, but it is not conducive to the sustainable development of publishing enterprises, nor to the employee’s own development, especially to the implementations of University Press cultural heritage and social service function.Based on the summary of domestic and international research on the performance appraisal, this article researches on the theory and method of performance evaluation of University Press reviews. Through the analysis on the case University Press present performance appraisal and the existence issues, using press key planning editing position as an example, this paper establishes a performance evaluation index system, which takes the economic benefits, social benefits, the quality of books, publishing and distribution, and ability improvement as 5 categories and 20 concrete indexes, and uses AHP and expert scoring method to establish the comprehensive evaluation of University Press planning editor positions. This article evaluates the case university press planning editing positions actual data in 2013. The results show that, using the comprehensive evaluation index in the evaluation can reflect the editors’ ability and quality better than the single economic benefit index on classifying the evaluation results. Finally, aiming at the case of university performance appraisal problems, this article puts forward the countermeasures and suggestions to optimize the performance appraisal.This comprehensive scientific performance evaluation system, can be regulated and optimized from content, method, procedure and other aspects of specification, makes the performance evaluation more reasonable and fair to encourage staff, so as to enhance the core competitiveness of the University Press, realizing the press management goal, and ensure the efficient and sustainable development of University press.
