In 2011, under the national policy adjustment, the former Press and Publication Administration issued a document requiring most of the publishing houses to transform into enterprises. The publishers have moved to the market and participated in the market competition. The publishing houses desire to enhance and improve the overall level of operations in the management by efficient employee performance appraisal system, in order to be competitive in the market. However, the particularity of publishing industry, the diversity of the published books, more work flows of the books production process, the complexity of the market, and the significant duality market structure showed in books from some publishers, make the management of the publishing house often confuse about the critical sectors in the design and implementation of performance appraisal.First of all, this paper proposes the question, background and significance of the research in the introduction. Secondly, it analyses the domestic and foreign scholars’ opinions and elaboration of the question. Then performance appraisal cases of GD Press are introduced to this paper, which focuses on the current performance appraisal status of GD Press to find the main problem of the existing appraisal system. Finally, starting from the industry characteristics and the performance characteristics of editing and distribution department of the GD Press, this paper conducts in-depth research and discussion, designs the editing and distribution department of the GD Press and the performance appraisal indexes and weights for the employee of those two departments by adopting strategic management, balanced scorecard and key performance indicators theoretical method, establishes the optimization scheme of the performance appraisal for the development of GD Press, so as to provide reference for GD Press performance appraisal management.
