In this new time our society has stepped into a world where the economical movements are taking place in a global scope, the publishing industry is running in a network and all kinds of culture are blending. Under the circumstances, what the socialist press and publication administrative departments pursue unceasingly is to make progress in their performance. The thesis studies the theories of public management and performance management, and the reform practice of our government in the press and publication administrative system. On the basis of that study, it selects the performance evaluation index system as its research subject. Thus it presents its unique and experimental meaning.First of all, the thesis introduces the actual situations of performance management in our government's press and publication administration and the correlative theories of public management and performance management. Through the discussion of problems existed in the press and publication administration of our country, it reveals the necessity and feasibility of the performance management being put in practice to our press and publication administrative departments.The thesis holds a view that the administrative value-orientations influence and determine the administrative performance evaluation index system. From this point of view, the thesis analyses the new intentions of political, economical and social service value-orientations which have obtained in the press and publication administration under the condition of socialist market economy. On the premise that political performance be ensured, the press and publication administration should play such an extraordinary role as adjusting and controlling the publication economy on the macroscale, configuring the resources in the reasonable terms, and supervising and serving the society. Only in this way, the publication industry would be improved greatly in the market economy, and its social benefit would be enhanced further in the process of expanding its market share and its influence.Then on the foundation of above discussion, the thesis studies emphatically the performance evaluation index system for the press and publication administration by the means of questionnaire, monographic research and systematic analysis. The thesis designs such an index system that can be applied in our government's press and publication administrative departments. This index system involves 2 first-grade indices, 6 second-grade indices, and 18 third-grade indices which are contrived in accordance with the classified functions.This thesis doesn't stop its work after it has designed the performance evaluation index system for the press and publication administration. It aims at the system's social and practical meaning. The system's real value can be gained only when it is operated in the society and directs the social practice. So in the end, the thesis gives 8 suggestions on how to evaluate the performance of the press and publication administrative departments with the help of this performanceevaluation index system.
