In this early age of 21st century, accompanied by rapid development of information technology and ongoing reform of the educational system, the press and publication systems of Chinese college and universities are going through an unprecedented period of transition. Many hurdles lie on the road of the university press and publication reform, such as, unclear and intertwined ownerships of the press companies; operating risks are borne directly by colleges and universities rather than the press companies themselves; lacking of effective management mechanism; the university administration exerts too much interference to the normal operation of the press and publication; lacking of proper investment and exit channels for investors, and etc. These and other factors limit seriously the healthy development of the press and publications. Therefore, it is imperative to correct and restructure the current systems.Reform is of great and practical importance, and the kind of new models to adopt will yield great influence over the outcomes of the reforms, that is whether we can obtain a system that supports long lasting growth and development. This paper is a case study of the press and publication company of Hunan Normal University. Research are done by analyzing the business environment and characteristics of the university's publishing house, and by comparing it with other well known university presses which had already gone through successful reforms. Based on these researches, a reform formula is sketched out, and the projected effect is analyzed and evaluated. It is also the intention of author to create a general and effective model for other university presses facing similar tasks. To do so, theories and other's successful experiences are closely utilized in designing the new model; portability and flexibility are given greater importance as well.
