Research On Public Library Information Services Of Public Opinion For Government

With the division of public interest, the raising of public awareness of their rights and the improvement of the social sentiment environment, each interest group expresses their interest demands through multiple channels, drawing attention to the work of social sentiment handling. Confronted with the expression of social sentiment, government departments need the help of professional organizations which make long-term, scientific, active and comprehensive collection and analysis of public opinions, constantly pursue its law of development, and give correct interpretation of sensitive words of news timely and correctly to cope with it, find a bridge for dialogue and interaction with the public and make scientific and effective decisions. It is a test of political capability for the Party and government departments and an investigation of professionalism for the libraries.As the social literature information service center, libraries assume responsibilities to provide the required information services for different groups in a timely manner. Government, as one of the special groups, requires libraries to provide scientific public opinion information services under the circumstances of democratic decision-making and diverse interest expression. It is also the best way for the libraries to improve social benefits.This paper consists of seven chapters. The first chapter is the introduction, which discusses the background and significance of the research, the comparison between foreign and domestic literature reviews, the content and train of thought, and methods and innovations. The second chapter is an overview of the social sentiment, which defines the public opinion, describes four factors impacting the appearance and changes of social sentiment and outlines the impact mechanism of public opinion information on government decision-making. The third chapter starts from the relationships between public opinion information services and public library reference services, decision-making reference services and government information disclosure services, expounds the position of public opinion information services in the public library service system, and meanwhile discusses three types of public library public opinion information services and the necessity to provide this kind of services. The fourth chapter analyses the status of the provincial libraries to provide public opinion information services, mainly discussing the problems in the process of offering public opinion information services. The fifth chapter introduces the features and advantages of Shanghai Library in public opinion information services, and briefly describes its public opinion products. The sixth chapter proposes the establishment of the public opinion information service model for the public libraries to provide assistance in government decision-making and raises some measures to improve the quality of our public library public opinion information services, taking into consideration of the problems in provincial library services, based on the summary of the conventional information service models. The last chapter is the conclusion and outlook.
