Analysis On The Optimization Strategy Of Public Libraries In China From The Perspective Of Public Goods

The effective supply of public goods is an important goal and basic connotation of public governance. The public library is the quasi-public goods, its ultimate goal is to achieve "Good governance" in libraries. In the third Plenary Session of the 18 th CPC Central Committee, the party formulated the decision of the Central Committee of the Communist Party of China on several major issues concerning comprehensively deepening reform. The Communist Party of China put forward the two concepts of "national governance system" and "governance capability" for the first time, they suggested that the public libraries, museums and other cultural institutions to actively attract people from all walks of life, the purpose is to promote the construction of the Council. It shows that the Communist Party of China keeps the advanced nature and the spirit of keeping pace with the times.The author analyzes the current situation and defects of the corporate governance structure of China’s public library from three aspects of the library governance unit, governance and governance evaluation and describes the three objectives of public library governance in China. The content includes that, above all, using the system to ensure the implementation of the governance process. Next, providing universal equal services of public libraries. Finally, focus on the evaluation of the results, the reader satisfaction as the core of the evaluation system. In order to achieve these three goals, the author comes up with three strategies. Firstly, Government, market and non-profit organizations should actively participate in the cooperation, the purpose is to form a diversified supply mechanism. Secondly, the government, the public and the organizations should actively promote the implementation of the Board System, improve the corporate governance structure of the public library. Thirdly, the public library should implement the branch library service system and extend services, and establish the Public Library Service System of generally equal public library.
