Research On The Governance Of Public Library In S City

As an important part of the social public space,public libraries play an irreplaceable role in shaping social spirit and promoting social culture in S City.With the advent of the knowledge economy and the development of the economic new normal,the public's spiritual and cultural aspirations continue to increase.With the drastic changes brought about by social transformation,citizens living in cities need more public spaces for continuous learning.In order to meet the growing needs of citizens for the building of spiritual civilization and promote prosperity and development of culture,the Party Central Committee and the State Council attach great importance to the building of socialist culture.In the report of the 19 th National Congress,it is necessary to strengthen cultural confidence,promote the prosperity of socialist culture,improve the public cultural service system,implement culturally beneficial projects in depth,and enrich the cultural activities of the masses.As a forward position that spreads social and public culture,public library is of vital importance.In recent years,with the continuous improvement of China's public cultural service system,the “three museums and one station” have been successively opened to the public for free,and various cultural support policies have been introduced in succession,indicating that the Chinese government's public cultural effectiveness has been continuously improved.As one of the important cultural cities in Northeast China,S City has ushered in an opportunity for cultural prosperity and development.This paper refers to the theory of network-based governance by American scholars Stephen Goldsmith and William Eggers.It analyzes the governance status of public libraries in S City and proposes corresponding solutions.Thus it contributes to creating a better urban reading space,improving city culture and promoting city's image.This paper is guided by the principles of pertinence,innovation,and problem awareness which are required by the master's thesis.It raises problems from the discovery;then it gives al-round,in-depth,multi-perspective analysis of the problems;and next based on the study of network-based governance theory,it puts forward plans to improve the governance of public libraries in S City.This paper is divided into six parts: the introduction,the definition of related concepts and the theoretical connotation,the status quo of the governance of public libraries in S City and the existing problems,the reasons for the governance problems of public libraries in S City,the solutions to the governance problems of the public libraries in S City and the conclusion.The paper adopts literature research methods and investigation methods,learns from the experience of public libraries at home and abroad,and proceeds from the core ideas of governance theory.It illustrates the four aspects of designing networks,connecting ties,networks and responsibility dilemmas and network governance.It analyzes the practical significance of the network-based governance theory to improve the governance system of the public libraries in S city.On this basis,the countermeasures for governance are proposed in order to achieve a better,faster and more prosperous development of public libraries in S city.
