Providing general and equal library service that covers the whole society is the basic objective of public library governance. This paper analyzes the concepts in terms of library governance, studied public library governance patterns (mainly about construction bodies and management bodies) in foreign countries including the US, the UK etc, and then found that in most of these countries, construction bodies of public libraries are set by laws; provincial and central governments are the supportive construction bodies of local public libraries; the form of central libraries and branches and library board system are implemented. Through comparing with other countries, this paper summarizes some drawbacks in public library governance in China. Learning from other countries, this paper proposes some optimization strategies, such as the"4-4 patterns"for setting construction bodies of public library and establishing central and branch library service system in China and matters needing attention in implementation of library board system.
