Research On Urban Public Culture Service From The Perspective Of Public Goods Theory

Public cultural services are part of social public services,which are government-led and provide cultural service activities for the people to satisfy spiritual and cultural life needs.Especially in recent years,as the advance of people's living level,the demand for public cultural services has also increased.The government has also begun to face a variety of problems as it has increased its investment in the construction of public cultural services.How to achieve a public cultural service system that covers all the people and can provide high quality services has become a difficult problem.In order to study this problem,this article chooses the construction of public cultural services in Tianjin libraries as a starting point to provide a reference for exploring the management and construction of public cultural services.Tianjin,as a developed city in the north,has a high level of public cultural service construction.However,there are still some problems such as the inability of the government and libraries to perform their duties and roles.As a public product,library public cultural service possesses the general characteristics of public goods.To this end,public goods theory can be used as a research perspective,from three aspects—public product attributes,the main body of supply and personal preference mechanism.This paper investigates the status quo of library construction in Tianjin by means of questionnaire and analyzes its existing problems based on public goods theory.Based on the successful practices in Shanghai,the United States and Britain,this paper explores a suitable and actual development path for Tianjin library public cultural services.
