Public Library Based On The Construction Of Public Cultural Service System Governance Research

Public library service is an important part of public cultural service system, is the main form and content to achieve the "two basic" goal of public cultural services—"the realization and protection of basic civil and cultural rights, to meet the basic cultural needs of the masses". Research of public library governance based on the public cultural service system from public governance theory, the public library governance structure is the main content of governance activities. This paper introduces the concept of governance theory, then expound of the library governance unit, governance subject(including the owner subject, construction bodies, management subject and implementation subject) and governance evaluation, then examples of case management subject-the United States Library Board System. Finally, our public library governance structure and defects, proposed governance structure of Public Libraries optimization suggestions that improve the corporate governance structure, innovation and construction of the main set up mode, the implementation of branch library service system.
