Research On The Optimization Of Public Library Management Mode From The Perspective Of Public Goods

Since January 1,2018,the law of the People's Republic of China on public libraries has been formally implemented.This legislation is the first formal legislation on public libraries in China.It defines the social responsibilities and rights and obligations of public libraries in the form of legal provisions.This law is a milestone in the development of public cultural services in China.With its promulgation,it marks that the public library in our country has entered a new period of law.However,as the government strengthens the guarantee of public cultural services,it also faces various new problems.Among them,the public library has many shortcomings in the management mode.This paper takes Hainan Library as an example,through the problems existing in its management mode as the starting point,using literature analysis,empirical research,comparative analysis and other research methods,according to the public goods attributes of public libraries for systematic analysis.This paper tries to find a breakthrough from the contradiction between the characteristics of public goods and the adaptability of bureaucratic management mode,and studies the optimization path of Hainan Library management mode.Using the theory of public goods,this paper defines the attributes of public goods possessed by public libraries from the perspective of public goods.On this basis,taking Hainan Library as an example,this paper studies from three aspects of supply,production and distribution,taking the theory of public goods and the new public management theory as the theoretical support,combining with the current supply situation and the current system environment of public libraries,this paper discusses its management model There is a problem of maladjustment between form and inherent public goods.From the perspective of the management mode of public library,based on the analysis of the source of funds,the composition of organization and the current situation of power operation,it is found that the current bureaucratic management mode of the library itself is not suitable for the operation of public goods,and then derived from the problems in the use of funds,the composition of organization and the construction of system,resulting in the limited supply capacity and efficiency of public goods.Finally,on the basis of fully understanding the current governance system and management requirements of our country,this paper puts forward countermeasures and suggestions for optimizing the management mode of public library from the perspective of public goods,including clarifying the responsibilities and obligations of the government departments in charge,optimizing the management mode of public library,starting from the internal and external factors,establishing and improving the relevant supporting mechanism and management framework,in order to seek the public suggestions on equalization and efficiency of cultural services.
