As computer and internet technology develop rapidly, subject service is developing from the traditional subject service to the embedded subject service with the basic of digital technology. It is more and more popular to apply subject service digital tools and platforms that are invented by the academic schools or under the help of the third parties. The professional competence of subject librarians, especially the digital competence that is necessary in supporting teaching and researching, is the hot topic of study of theory and practice.DIGCOMP is short for Digital Competence, and is the research achievement of Project Digital Competence which is launched by JRC-IPTS IS Unit through basic of large amount of literature review and cases analysis. It is exploratory to choose the total subject librarians of Tianjin academic schools (including Hebei University of Technology,20 universities,1561ibrarians) as the research objects. The questionnaire is at the basic of DIGCOMP, communication of subject librarians of Tianjin University of Technology and survey of digital tools of subject service. And this questionnaire is made in formal processor and of reliability and validity. The core part of the questionnaire includes 7 dimensions, browsing, searching, retrieving and evaluating information/storing and managing information/communicating and sharing/developing content/safety and privacy/identifying digital competence gaps, and two longitudinal aspects, cognition/skill. This questionnaire is used as the measure tool,94 valid questionnaires received. Parametric test and nonparametric test are used to analysis the valid data. The conclusion:1. The reliability and validity of the questionnaire is at a good level Remonstrating DIGCOMP can be used as the measuring tool;2. According the conclusion, academic librarians in Tianjin universities libraries are good at digital competence at some extent, and competence of cognition is better than skill,but at the aspect of using new digital tool is a little poor;3. The professor subject librarians perform are poor at the use Reference management software, cloud notes, Submission Service of the databases;4. There is no significant difference in different groups of subject librarians of Tianjin universities in the general, cognitive and skill of digital competence.
