Research Of West River’s Ship Lock Manage System With Holistic Governance Theory

West River Shipping Trunk, which is an important part of Waterway to sea in Southwest China, is the main channel of the Pearl River. West River Shipping Trunk and Yangtze River Shipping Trunk are named with "Two Horizontal" in Chinese high-grade channel system. With the improvement of channel condition, ship locks’navigation efficiency and running condition effect capacity of West River. Current West River’s ship lock manage system has shown the character of fragmentation, which drawbacks the shipping capacity of West River.In this paper, West River’s ship lock manage system will be studied with Holistic Governance Theory. By analyzing the "fragmentation" on governance level, governance function and public-private partnerships, it shows that Holistic Governance Theory is a suitable theory for West River’s ship lock manage system research.Through study of domestic and international developed watershed, we can find that their ship lock manage systems are in line with the basic character of Holistic Governance Theory. They avoid the "fragment" during providing public service, centralize the manage department and integrate the manage functions in different department.With the guidance of Holistic Governance Theory, new West River’s ship lock manage system advocates close or similar manage functions into a unified manage department, and realizes the integration in both operation management in vertical and administration management in horizontal. It is the practice use of Holistic Governance Theory in West River’s ship lock manage system. They have a strong compliance.To build new West River’s ship lock manage system, the article advocates the establishment of West River’s Ship Lock Manage Authority, which can integrate vertical and horizontal manage functions; clarify the ownership of ship locks, clearing the relationship of different parties; realize the market and specialized of ship locks operation body, providing improved service; implement fund organization to provide financial guarantee.
