Research On The Practical Exploration Of River Chief System From The Perspective Of Holistic Governance

Since the 18 th Party Congress,General Secretary Xi Jinping standing on the strategic height of the sustainable development of the Chinese nation,proposed the idea of “water conservation first,spatial balance,systematic management,and twohanded efforts” in water management,and established the national “river strategy”,which has made historic achievements in the management of large rivers in China.The historic achievements of China’s large rivers have been made.The General Secretary has held several seminars to deploy the development of the Yangtze River Economic Belt and the ecological protection and high-quality development of the Yellow River Basin.The river and lake long system is a major reform measure and a major institutional innovation that he personally planned,deployed and promoted.The Fifth Plenary Session of the 19 th Party Central Committee proposed to strengthen the river and lake long system,strengthen the ecological protection and management of large rivers and important lakes and wetlands,and implement a ten-year ban on fishing in the Yangtze River.Under the active role of the river and lake long system,local conditions,precise measures,heavy control of river and lake chaos,legal control of river and lake space,strict protection of water resources,accelerate the repair of water ecology,and vigorously manage water pollution,practice has proved that the comprehensive implementation of the river and lake long system in line with the national water conditions,is a fundamental major policy initiatives in the field of river protection and governance,with a strong system vitality.River and lake protection and governance is a long way to go,to fully implement the decision and deployment on strengthening the river and lake long system,must be 99 for success,all efforts to the implementation of the river and lake long system to the vertical advance.In recent years,governments around China have steadily increased their efforts to improve the river environment,but the situation of river governance is still serious,and it is an important strategic direction for China’s river governance to speed up the transformation of government functions and build a pattern of joint governance by government,market and society.Therefore,the article compares relevant articles at home and abroad from the perspective of holistic governance,and grasps the current situation of river chief system or river governance research at home and abroad.Secondly,taking the practical exploration of the river chief system in Y City as a research sample,the current situation in the implementation of the river chief system in this river section was collected and compiled through interviews and research,and the results concluded that the problems and attributions in the promotion of the river chief system in Y City are: unsound governance mechanisms between different levels of government and different functional departments in the upstream and downstream,left and right banks of Y City leading to fragmented governance,unsound assessment and evaluation mechanisms leading to assessment Accountability is not comprehensive enough,public participation is not high due to low awareness of participation,and enterprises are not willing to govern due to high costs.In response to these problems and causes,corresponding countermeasures are proposed,namely,the government level should improve the departmental linkage mechanism,the river basin collaboration system,and clarify the rights and responsibilities of river governance to improve governance efficiency,in addition to the government level to promote public and corporate participation in the overall governance.In this way,the operation of the river chief system will be more stable and efficient.This will not only improve the sustainability of the river chief system,but also explore a model that is more in line with the needs of the modernized governance system in the new era,drawing on the development model of the river chief system to provide new ideas of governance to promote the high-quality development of China’s economy and society.
