Research On Guangdong Province’s Ecological Belt Construction From The Perspective Of Holistic Governance

Guangdong province has abundant and sufficient river and lake water resources,which have bred profound cultural connotation and spawned a huge economic system.However,the improper use of water system is gradually prominent in the rapid industrialization and urbanization,which brings a series of environmental problems.Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping has made important instructions on many occasions on promoting ecological progress and focusing on the systematicness,integrity and coordination of ecological and environmental protection and governance.Against this background,in June 2018,Guangdong province proposed high-quality construction of Ecological Belt,based on the platform of comprehensive implementation of river chief system,in order to coordinate the systematic governance of mountains,rivers,forests,farmland,lakes and grass and the coordinated development of water,banks,cities and townships.Up to now,Ecological Belt has achieved certain good results from its proposal,construction and operation and maintenance,contributing to new exploration and practice for Guangdong’s comprehensive implementation of river chief system and lake chief system.However,in this process,due to the fragmentation of value concept,governance system and assessment mechanism,Guangdong Ecological Belt construction is faced with practical problems and dilemmas such as responsibility implementation dilemma,public-private cooperation dilemma and information technology application dilemma.The theory of holistic governance begins to solve the problem of fragmentation brought by the new public management movement.The core of the theory lies in the coordination and integration of different governance subjects to provide seamless public goods and services for citizens by taking the overall interests as the target,meeting the overall needs of the public as the guide and using information technology as the means.The theory of holistic governance has a high degree of logical coupling with bidao construction in the aspects of objective characteristics of water environment,value orientation,mechanism exploration and information technology.Therefore,in this paper,combining the theory of holistic governance and Guangdong actual lakes governance,from to renew the idea of governance,to strengthen the construction of laws and regulations and system,advocating pluralistic main body participation,establish and improve the coordination management mechanism,strengthening information technology integration,etc.,for Guangdong Ecological Belt integrity management in the construction and operation maintenance optimization path of thinking and research,In order to provide some theoretical and practical reference for the comprehensive implementation of Guangdong Ecological Belt and river chief system.
