Study On The Inter-Governmental Cooperation Path Of Beijing-Tianjin-Hebei Cross-Border River Management Under The Vision Of Holistic Governance

The coordinated development of Beijing-Tianjin-Hebei has been upgraded to a major national strategy.The "Beijing-Tianjin-Hebei Collaborative Development Plan" points out that the promotion of coordinated development of Beijing-Tianjin-Hebei should be the first to be achieved in key areas such as Beijing-Tianjin-Hebei transportation integration,ecological environmental protection,and industrial transfer and upgrading.breakthrough.As an important part of ecological environment protection,river governance cannot be underestimated.The theory of holistic governance originated in the 1990 s and was introduced to China at the beginning of this century.The holistic governance advocates the integration,coordination and full utilization of the modern information technology governance concept to provide a solid theoretical foundation for the Beijing-Tianjin-Hebei cross-border river governance.Studying the model of Beijing-Tianjin-Hebei cross-border river management from the aspects of multi-subject governance,organizational structure,system construction,mechanism improvement and technical cooperation is also the only way to promote the coordinated development of Beijing-Tianjin-Hebei.The article mainly adopts comparative analysis method,normative analysis method,literature research method,etc.,from the perspective of holistic governance theory,to build a Beijing-Tianjin-Hebei transboundary river governance cooperation model.First,analyze the current situation of the Beijing-Tianjin-Hebei transboundary river management and find out the difficulties and causes of the Beijing-Tianjin-Hebei transboundary river management.It can be concluded that at this stage,the governance of Beijing-Tianjin-Hebei transboundary rivers has the disadvantages of single governance body,division of administrative systems,inconsistent laws and regulations,inadequate ecological compensation mechanism,and single cooperation platform,and analyzes its causes.Secondly,by analyzing the experience of transboundary river governance in developed countries in the United Kingdom,the United States,and Japan,three typical governance models are obtained,and it is pointed out that the process of transboundary river governance should build a multi-subject governance network system and break administrative barriers under the premise of government leadership Integrate the organizational structure and make full use of information technology to build a comprehensive,integrated and high-quality transboundary river governance structure.Finally,on this basis,the Beijing-Tianjin-Hebei transboundary river governance cooperation model is built from five aspects: governance subject,organizational structure,system,mechanism,and technical cooperation.
