The city waterlogging disaster can refer to the water accumulation phenomenon,embodying the surface water runoff excess,pipelline overload and unsmoothing river channel runoff,that hinders the normal performance of city function.The cause of the above problem is not only the poor water runoff,but the mismatching handling mechanism between flooding management,fortification criterion,disaster response and Meteorological disaster.Compared with the existing flood response level,the “fragmentation”problem,such as diversity of entities,mechanism duplication,decentralization and fuzzy interface are still exist in the management system.It can be seen that the city waterlogging problem is not only a technical issue,but also a social issue.As a supplement and extension of "resilient city" in the field of social science,waterlogging resilience governance emphasizes the internal integration of the governance system by means of objective planning,institutional arrangement,social management and public participation.While breaking through the original "fragmentation" predicament,it also tries to improve the disaster suitability of the city itself to build a "strong interference-strong adaptation" city resilient water governance system.However,the transformation of city system from vulnerability to resilience is not achieved overnight,and there is still a lack of mature and systematic public management theory to guide it.As a new product of the development of governance theory,holistic governance theory can be a strategic response to fragmentation.It has inherent logical agreement with waterlogging resilience governance in guiding ideology,long-term goals,substantive connotation and governance mechanism.By introducing holistic governance theory,this paper provides macro-theoretical guidance for the management of waterlogging resilience,in order to upgrade the current situation of "strong planning,weak application".This paper can be divided into seven parts.The first part describes the background,key issues,purpose and significance,content and technical route,the main methods and innovations of the research.The second part focuses on the research status of resilient cities,urban waterlogging management,and related concepts of governance at home and abroad,providing a theoretical basis for the follow-up research of this article.The third part is to give a logical elaboration for the proposition of waterlogging resilience control and play a connecting role in the research and design of the full text by examining the current situation and analyzing the causes of fragmentation of urban rainstorm waterlogging control.The fourth part elaborates the theory of urban rainstorm waterlogging resilience management and integrated management from the aspects of structural characteristics,basic connotation and internal mechanism.On this basis,it analyses the compatibility between integrated management and waterlogging resilience management,and further shows the scientific nature of the interaction between them.The fifth part is to construct a waterlogging integrity-resilience management mechanism,using quantitative tool-disaster evolution model to verify the positive role of integrated management on waterlogging resilience management through numerical changes of comprehensive adaptability.The sixth part explores the specific implementation path of urban rainstorm waterlogging resilience management under the guidance of integrated management theory,and puts forward the development countermeasures of waterlogging resilience management from four aspects: concept,process,technology and system.The seventh chapter systematically rethinks the future development of waterlogging resilience control from the deficiency of resilient city research,making self-evaluation and summary of the shortcomings and the areas to be improved.
