With the rapid promotion of the successful practical experience of the river chief system and the lake chief system in the country,the governance system in the field of road traffic was born,that is,the ’ road chief system ’ with the responsibility system as the core and the road chief as the basic management subject was introduced.The research shows that the introduction of the ’ road chief system ’ has a positive impact on urban governance,provides a new way of thinking for grassroots governance,and breaks the rigid management concept,weakening management methods and backward management methods in the traditional road management and maintenance mode.The ’ road chief system ’ advocates fine governance of the city and is no longer confined by the original ’fragmentation ’ framework.However,due to the short operation time of the road length system,there are still some problems,such as weak basic conditions,unclear subject of management and maintenance responsibility,and single channel of participation and cogovernance.It is difficult to achieve the ideal state in the practice process,so how to effectively solve these problems is thought-provoking.As a traffic fortress located in the junction of Sichuan,Shaanxi and Gansu provinces,Guangyuan City has always adhered to the direction of urban modernization development,adhered to the strategic positioning of building a ’ regional central city in the junction of Sichuan,Shaanxi and Gansu ’,and comprehensively improved the level of urban comprehensive development.In recent years,with the theme of high-quality development of ’ Four Good Rural Roads ’,Chaotian District has made overall planning and coordinated promotion to provide a solid guarantee for building a new development pattern and helping rural revitalization.It has always insisted on improving the level of transportation construction as an important guarantee for poverty alleviation.At the same time,it takes the creation of ’ four good rural roads ’ demonstration counties as the starting point,and establishes the ’ road length system ’ of rural roads ’ general road length +county,township and village road length ’ according to the principle of ’ county road county management,rural road rural management ’.However,since the " road chief system " is a new exploration of the grassroots governance system and the running time is still short,it is inevitable to fall into the dilemma of fragmentation of governance concept,fragmentation of governance subject,fragmentation of governance technology and fragmentation of governance guarantee mechanism in the actual implementation process.Based on the perspective of holistic governance,this paper starts from the different dimensions of governance concept,governance subject,information technology and guarantee mechanism of holistic governance,takes integration as an important way of governance,and based on the needs of the public,analyzes the specific problems in the process of system operation,and further explores the optimization countermeasures of ’ road length system ’.Such as integrating the concept of governance and encouraging the active participation of multiple subjects;integrate governance subjects and build a multi-subject cooperation network;integrate governance technology and build a coconstruction,co-governance and sharing platform;integrate safeguard mechanisms to ensure comprehensive,coordinated and sustainable development.
