The construction of ecological civilization in the basin is closely related to the well-being of the people.Inner Mongolia,which straddles the northeast,north and northwest regions of China,is an important ecological function area in northern China.Inner Mongolia is located in arid and semi-arid areas,with uneven distribution of river water resources and lack of river water resources.With the advancement of industrialization and urbanization,the unreasonable use of water resources has caused many rivers to stop flowing and lakes to dry up,which has seriously affected water resources balance and surface ecology.In November 2016,on the basis of summing up the successful experience of local water control,the central government promoted the “the river chief system” throughout the country and opened up a new model for water environment management in China.Inner Mongolia has fully established the river length system before the end of 2017.However,there are many problems in the implementation of the “the river chief system” in Inner Mongolia,which is urgently needed to be resolved.This paper takes the river chief system in Inner Mongolian as the research object,and analyzes the current implementation status of “the river chief system” in Inner Mongolia from the description of related concepts and theories such as “the river chief system”,holistic governance theory and public resource governance theory.It is pointed out that the main problems in the operation of Inner Mongolia's river chief system from the perspective of holistic governance are over-reliance on the authorityof executive heads,fragmentation of governance powers,fragmentation of synergy and cooperation,and fragmentation ofpublic participation.Secondly,the main causes of the problem were analyzed.Finally,based on the theory of holistic governance,it proposes countermeasures to improve the operation of the Inner Mongolian river system,build a comprehensive responsibility system,improve the integration mechanism,form a networked organizational structure,build a coordination mechanism,and promote coordinated management of various entities.Form a multi-governance structure of public-private partnership,create an information-based governance model of “the river chief system + Internet”,improve the legal system,and protect long-term governance.
