In today’s increasingly competitive market economy condition, with theincreasingly complicated modern project management, project schedule management asan important part of project management has very important practical significance. Withthe development of information technology and the change of market structure, mostenterprises are in multi-project environment, and project management become a trend.Due to the features about the engineering project’ complexity and uncertaintyduring the execution of a plan. The traditional single critical chain project managementmethods are no longer applicable. So the critical chain project management will beintroduced to the project dynamic management for further study. First of all, on thebasis of the identification of single project critical chain, put forward a kind of multipleprojects composite priority coefficient calculation method based on CARVER matrix,to implement the problem of resource constrained project scheduling; Secondly, tosolve a lot of uncertainty problems in project management, put forward the critical chainbuffer size to set new method. In the view of the project properties, the method use thePERT three o ’clock estimate most optimistic time as of its process duration time at. Incomprehensive consideration about the four parameters just as the process key, processcomplexity, location, weight, risk elasticity coefficient, on the basis of the combinationof AHP and entropy fuzzy comprehensive evaluation method of empowerment,calculate the comprehensive floating impact factor which is influenced by uncertaintyfactors in each process, and will put the product of the impact factor and the safety timeallowance as buffering capacity of each process, so that the buffer size design morescientific, and also more closely the actual In the buffer monitoring, to embody thecharacteristics of the buffer to accelerate consumption, at the same time, considering theamount of work and the buffer consumption, and by setting up monitoring points afterthe the process which is easy to delay to realize the buffer consumption dynamicmonitoring, make management decisions more timely and accurate. At last, the analysisof the example shows that the proposed project critical chain schedule plan and dynamicmanagement model shorten the time limit for a project, and ensure the timelycompletion of the project, make the more project schedule plan with high feasibility, high efficiency and stability, providing certain reference value for the apply of thetechnology in the engineering project.
