Administration for Industry and Commerce is an important department for government to exercise market supervision function. In recent years, as social publics increasingly improve the demands for work efficiency and service quality of the government, the strength of the Administration for Industry and Commerce system has enhanced continually, and it generally requires the industrial and commerce’s function transform and upgrade. Administrative sectors for Industry and Commerce on the grass root lever are the advance position of market regulation and law enforcement, which performed most functions of Administration for Industry and Commerce. What’s more, the foothold of the transformation and upgrading for Administration for Industry and Commerce lies in the Administrative sectors for Industry and Commerce on the grass root lever.This paper will design grass-roots management performance evaluation index system based on the theory of Balanced Scorecard and the Function of Administration for Industry and Commerce. And, analyze The Balanced Scorecard indicators system through the Analysis on survey and quantitative methods. Finally, is the empirical analysis, analyze the application effect of grass-root management performance evaluation index system based on Balanced Scorecard in the Administrative sectors for Industry and Commerce on the grass root lever.In this paper, through the design of grass-roots management performance evaluation index system, provides a new ideas and suggestions for the Administrative sectors for Industry and Commerce, to improve the working efficiency and quality of service,and better adapt to the requirements of reform.
