Application Research Of The Balanced Scorecard In Performance Management Of Xiangyin County Market And Quality Supervision Administration

In recent years,more and more people call for the super-ministries reform.At the same time,government departments give more and more emphasis on the service level of ascension.The original market regulatory system already can not adapt to the needs of social development.In this context,a bottom-up reform of market regulators have begun.The county market and quality supervision authorities arise,to replace the original county industry and commerce administration,quality and technical supervision bureau,food and drug administration.How to integrate the function of these three units,promote the overall market regulator ability and image,provide a successful experience for the superior department,these are big problems.Continue to use the original system of three units which based on the performance management system has been unable to meet the need of this new department.In order to enhance the overall performance of the county market supervision department,the author tries to apply to the balanced scorecard which is well known in the field of enterprise performance management system into the performance management of government functional departments in such a new situation.Differed from the performance management system,the balanced scorecard has broken many limitations,which could achieve five balance relationship,namely financial and non-financial,long-term and short-term,leading and lagging,internal and external,subjective and objective.Based on summaries of the present situation about the county market supervision department,the author finds out the current problems existing in the performance evaluation system and analyzes causes of the problem.According to the features of the county market supervision department,the author modified the basic model of the balanced scorecard,which transfers the factor"customer" into "public".At this point,a preliminary framework of the balanced scorecard has been established.In this paper,the author uses several methods such as literature research,survey research,quantitative analysis method,empirical approach,to make a comprehensive presentation with such order:the theoretical basis,asking questions,analyzing and solving problems and safeguard measures.This new method has been introduced into the new county market supervision department.On one hand,it could broaden the application field of the balanced scorecard.On the other hand,it is also a positive attempt for other basis of market supervision departments even the higher market supervision departments.
