With the process of economic globalization in the 21 st century,all countries have strengthened their economic and trade exchanges with each other,so as to promote the rapid economic development of all countries.Since its reform and opening,China has been integrated into the world economy for more than 30 years.Today,China's economy has become an important part of the world economy.China's GDP is second only to the United States.China's total import and export is the world's first.The Chinese economy has a remarkable achievements,and Chinese enterprises have got a place in the competition.However,with the intensification of market competition,how to enhance the competitiveness of Chinese enterprises,how to enhance the level of enterprise performance management,how to enhance the level of strategic management of enterprises,has become one of the important subjects of business administration in China.This paper focused on the performance management research of small and medium-sized electronic enterprise,because,on the one hand,the employment of small and medium enterprises accounted for the vast majority of the total employed population,which is of great significance to the national economy and the people's livelihood.On the other hand,the high-tech industry led by electronic information industry is the largest pillar industry in Shenzhen.So,the development of the electronic information industry is of great significance to the region and China economy.Therefore,it is also important and broad significance to study the performance management issues of small and medium-sized electronic enterprises,which have the majority of the employed population in the electronic information industry.The paper reviewed some important and recent literatures on performance management for domestic and foreign research by literature research.In the paper,the literature review of BSC theory in recent three years for domestic and foreign research have been reviewed,which reflects the latest application and development of the theory.At the same time,it also reviewed the relevant literature and books of the founder of Balanced Scorecard,which provides more comprehensive research materials for researchers in the field.Taking TC company as an example,the paper elaborates the construction process of the TC company Balanced Scorecard management system based on its strategy.The paper used the ideas and theories of Balanced Scorecard to find out,to analyze and solve problems,and adopted methods of interview,questionnaire survey and literature analysis and so on.Firstly,by analyzing the basic situation of TC company and the present situation of its performance management,the paper analyzed the existent performance management problems.Secondly,based on the theoretical framework of Balanced Scorecard,the paper constructed the key performance index system of Balanced Scorecard of TC Company.In this part,the paper elaborated BSC's strategy description framework and the BSC framework of action,analyzed the necessity and feasibility of TC company's builded Balanced Scorecard management system,analyzed TC's enterprise strategy,drew the strategic map,and then converted it into the corporate-level KPI,KPI and KPI indicators.Thirdly,the elaborated the performance management system of TC company,including the process of strategic performance management,organization and division of responsibilities,performance communication,employee behavior motivation management and effect evaluation.At last,the conclusion of the paper and the direction and content of further research are described.The paper provides some guidance and reference value for the performance management for small and medium-sized electronic enterprises in China...
