Study On Performance Evaluation Of Law Enforcement In Grass-roots Section For Industry And Commerce And Quality And Technology Supervision

Administration for Industry and Commerce and Administration of Quality and Technology Supervision both are important functional departments to market supervision.In recent years,as social publics improve the demands for work efficiency and service quality of the government,Administration for Industry and Commerce and Administration of Quality and Technology Supervision made a series of reforms.After that,how to improve performance evaluation of law enforcement in grass-roots section has become a new task and new problems.By reading a large number of relevant literature and reference materials about performance evaluation of law enforcement from home and abroad,this paper pick up the grass-roots section for Industry and Commerce and Quality and Technology Supervision in P County,S Province as a case.Based on participant observation its responsibilities,enforcement effectiveness and performance evaluation of law enforcement,this paper systematically analyzes the subject and object of evaluation,the evaluation mode,the evaluation index,the evaluation method and the application of the evaluation results,analyzes the problems existing in the subject,method,index and operation mechanism.And then,this paper analyzes the reasons for these problems,such as deviation of evaluation purpose,unreasonable design index,lack of stakeholders,enforce the law need be normative,and so on.Finally,this paper will design grass-roots section performance evaluation index system based on the theory of Balanced Scorecard and the Function of Administration for Industry and Commerce and Quality and Technology Supervision.Meanwhile,put forward countermeasures for those issues that existing in the performance evaluation of law enforcement in grass-roots section for Industry and Commerce and Quality and Technology Supervision,including establish the correct performance evaluation concept,the use of information technology,the introduction of appropriate external stakeholders,pay attention to the use of performance evaluation results.In this paper,the author try to find a way to make the performance evaluation more scientific and efficient,also in order to improve work efficiency and service quality for performance evaluation of law enforcement in grass-roots section.
