Research On Archive Service Socialization In The View Of Public Management

Western countries made a series of reforms in the way of public service in the new public management movement, which put forward the concept of public service socialization. It mainly based on the nature and characteristics of the different public service projects, oriented to the needs of society, encouraged a variety of non-profit organizations and the public to participate in setting up public welfare and social services, formation of a supply public service’s pattern that the government dominant and various social subjects joint participate. In the subject, public service socialization breaks the pattern that government as the only subject to provide public service, and introduce non-profit organizations, community organizations, even businesses and individuals to provide public services, it enable the subject of service provided to diversify, socialize; In the relationships of public service provision and enjoyment, public service, the public service socialization more emphasizes on their interaction and citizen enjoyed the service’s right and the important position, rather than government entirely dominant the whole process of providing public service. In short, public service socialization optimized the way of providing public service, better guarantee the rights of citizens, but also for improving the efficiency of government played a certain role.In accordance with the provisions of Article8of the Archives Law of the People’s Republic of China, the national archives repositories and local archives repositories of various types at or above the county level shall be cultural institutions for the centralized administration of archives. It clearly defines the nature of archival institutions are cultural institutions, due to China’s national conditions and the cause of the particularity of the archive utility, the archive work has a strong administrative color, its service object appeals to the whole society, therefore, in its nature, archive service is a kind of public service. Under the trend of new public management and public service socialization, archive service socialization has become an important direction for the archive service’s development.The ultimate purpose and radical goal of archive work is to provide the archive service to the party, country and peoples, to bring the archive into full play. Archive service socialization undoubtedly is an effective measure for innovating archive service concepts, optimizing archive service mode and improving archive service level. This paper understands the archive service from the view of public management and references the theory of new public service and so on, make the archive service into the scope of public service to understand it deeply, innovating the past practices that limited to the field of archive, and by absorbing the successful experience of American, hope to has some inspirations for archive service socialization of our country.This paper is divided into five parts:The first part is an introduction to clarify the purpose and significance of the paper, and through analyzing the research findings of the current academic circle has made, summarized the research study status abroad, combing the study thread domestic. In the second part of this paper, analyzes some concepts associated with the paper, respectively defines and analyzes the concepts of "Archive Utilization " and "Archive Service","New Public Management" and "New Public Service","Public Service Socialization" and "Archive Service Socialization". Follow, by introducing archive service socialization of American, generalizes the thought of public management, sums up the impacts and enlightenments on China. In the third part, studies the status of archive service socialization of our country, points out our it has made the following achievements:archive service socialization concept wined support among the people, attention to the collection, rich collections of archives laid a solid social services basis; emerged collecting archive and enriching the archives’collection, lied the solid foundations for archive service socialization, the application of emerging technologies and equipments increased its level effectively, social organization gradually involved in it, the degree of archive service socialization has been further improved;the opened and comfortable environment of archives provided it the necessary material conditions. In addition, this paper also clarifies our archives service socialization exists some problems:the structure of some archives’ collection are not optimized, it is difficult to effectively meet the needs of society; the work of archival departments lacked of scientific management; failed to effectively combine the current scientific and technological achievements with archival work, there are barriers between archive department and social communication, the operating system and mechanism of archive department current limited the development of archive service socialization.This paper starting from the perspective of public management uses the theories and practical experiences of public service socialization, combines with the specific features of archive work, and hopes to broaden the horizons of archive service socialization, provide some new ideas to archive service socialization of our country.
