With providing the4G network operating licenses, China Mobile, China Unicom,China Telecom began another round of competition. In the fierce competition of the3G network, China Mobile has lost its undefeated position. There was a trend thatChinese Unicom and China Telecom catch it up, and that the three companies has thesame strength. Facing the complicated market situation, it is the key for networkconstruction whether China Mobile can occupy the high-end customer markets by theopportunity provided by4G network, and regain the market advantage, and rebuildthe brand image. Because the project quality about the LTE network constructionproject is large, and the construction period is long, and the technology is advanced,the quality standard is high, it is significant to do well in the project progressmanagement. Because the LTE network construction project, construction period, alarge quantity of advanced technology, engineering high quality requirements, it isparticularly important to do the project schedule management.The2013Heilongjiang Mobile LTE access project is mainly consist of, from theperspective of specialties, design and installation about exchange, wireless,transmission, power supply and equipment. On the time period of the project, LTEconstruction content can be divided into four stages: preparation, design, construction,and check before acceptance.During the process to finish the project, its progress control must adopt somepractical methods. At first, we should collect some information that can reflect on thepractical project progress, and analyze the project progress, and master the situationof it. For the2013Heilongjiang Mobile LTE access project, starting from thecharacteristics of the project itself, in the project progress control, we use methods ofthe regular observation method and project progress report.By make the analysis of the scale, characteristics and situation of this project, we continue analyze principles, methods and steps of project progress. Combining theenterprise’s existing management mode and the characteristics of this project, theorganization structure and progress reporting system were optimized, in order to gearto needs of project progress management.Aiming at the2013Heilongjiang Mobile LTE access project, we developed twooptimization measures, organizational structure optimization and project progressreport.During the process of organizational optimization, we build the virtual team and,view the authority as communication platform, to achieve to share the knowledge andexperience and dynamic adjustment of project integration, even achieve the goal oforganization. Improving team work cohesion, at the same time, we can breakboundaries among departments, and among firms to study each other, and to finishthe advantage combination between progress management and technology.Optimize the regular project schedule report procedures, and shorten the reportperiod and report composition. The problems gone on during the implementation ofthe project, the conference is organized by the leader to deal with them. Within twoworking days, the problems should be solved, make the temporary solution, contrastthe inosculation degree of the project progress control, adjust it as soon as possible,and ensure that any problems can be solved well in a week.It can solve the problem of schedule control about the LTE access project bymany efforts, to achieve the ultimate goal.
