With the developing of the society, people’s reading habits have been changed which makes the transform of the publishing industry. The rapid advancement of mobile Internet makes digital publishing becoming the trends of the publishing industry. Through the summary and analysis of the practice of domestic and international digital publishing business model, we found out that although digital publishing followed the development of information technology, but a large number of explorations were still the slight changes of the traditional publishing business model and not profitable at all. Therefore, the construction of the new digital publishing business model which based on the project, rather than the business model innovation is the key to make the professional composite digital publishing projects and enterprise surviving and developing.This paper analyzed the status of Qujiang publishing&media’s business model before and proposed the program of D&E’s new digital publishing business model. Through the intensive theory research of the business model constructional, the business model ontology had been used for the main instrument to contribute D&E project’s business model. The Free-band Business Blueprint Method, Component Business Model, e3-value ontology were also applied as supplement of the analysis. Construction on the elements analysis of D&E’s business model, it had been concluded into six digital publishing business model. It contained "Product management+Brand management+Capital management","Products+Services+Value","Professional+ Composite+Massive Resources","Free+Charge+Annual Fee","Developers+Operators+Consumers" and "Zero Inventory+Low Cost+High Commission".The specific measure had been provided for constructing D&E’s business model. It came into the conclusion that the digital publishing was not a traditional publishing, not a product, nor was it a technology, but completely different from the traditional form of publishing industries. Construction of the professional composite digital publishing business model was the start and the key of the digital publishing. At last, it had been proposed five issues to make the publishing companies thinking about construction and optimization of digital publishing business models systematically.
