Research On Digitalizing Oriented Publishing Business Processes For Science & Technology Journals

At present, the development of Chinese science and technology journals are faced with a trend of opening and internationalization, digitization and networking and scalization and collective, opportunities and challenges co-exist in it. On the basis of summarizing the status of STJs'development and related applied research, this paper analyses the existing problems in theoretical research and applied research on science and technology journals (STJs) publishing and puts forward the research subject on publishing business processes for science and technology digital journals Based on the research of National Natural Science Foundation of China and the monographic research of Ministry of Education, combined with the publishing practices of STJs and the results of our survey, this paper studies the subject on publishing business processes science and technology digital journals in six aspects.First, I carry out research on the enterprise management theory relating to STJs publishing, which includes the theory of business process reengineering, value chain, synergetics, self-organization and knowledge management theory, etc. With the emphasis on the main discussion of business process reengineering and value chain theory, I mainly study on the instructive significance of the enterprise management theory to STJs publishing. I also extract some relevant opinions and methods relating to STJs publishing, which includes the opinions and technologies of science and technology papers asset management, rights management and digital content management and the comprehensive evaluation models and algorithms of science and technology papers. Then I make some deep analysis of them, which establishes the theoretical foundation for further research on publishing business processes for science and technology digital journals.Second, in line with the relevant policies of STJs publishing, I make analysis and research on different levels, such as paper journals, electronic journals, web journals, etc, from laws and regulations, industry regulations, standards and norms. First, I analyze the relevant laws and regulations, extract the involved regulations in STJs publishing processes for each publishing buseness proces, discuss the industry standards and norms, which includes the national standard such as the standards and norms of quality management, arrangements, publishing style, etc. After that, I put forward the relevant policyies and recommendations on STJs publishing.Third, select the Journal of Management Case Study and China Science Paper Online, which are two kinds of typical science and technology journals as samples, I make detailed comparative analysis and research on the two samples'publishing business processes. According to the theory of business process reengineering, I first study the samples in following four aspects:cost, quality, service and speed., drawing a conclusion:creative use of information technology is the key, in all directions to improve the efficiency of the spread of scientific and technology papers is the purpose of re-engineering, to meet the researchers' needs as possible is a core of re-engineering.Fourth, on the premise of defining the relevant concepts, starts with the analysis of traditional journals publishing business processes, I analyze the influence of digital technology on journals publishing business processes, and then discuss the advantages and disadvantages of two publishing models between traditional journals and digital journals and point out that compromise of the two models is a general trend. Finally, I demonstrate the feasibility of the multimedia STJs publishing model. According to the business process reengineering theory, I study the objectives of STJs publishing business processes, and propose the digitized multimedia publishing model of STJs.Fifth, I review the digital development process of STJs publishing and put forward that the core question is the digitization of science and technology papers'evaluation. In order to realize this, I give a more comprehensive evaluation indicators system, use analytic hierarchy process to determine weight and membership and build the fuzzy comprehensive evaluation model, In the business process of reviewing manuscrips by the editor and making the final copy by the chief editor, I introduce the technology of support vector machine to appraise the papers and give the digital algorithm in editing and appraising the science and technology papers. Through China Science paper online, the case of digitization of science and technology papers'evaluation, I illustrate that the relevant models and methods can be used in appraising the science and technology papers.Sixth, in accordance with the system science theory, take the Journal of Management Case Study as a case, analyze the organizational structure of the scientific and technical journals, propose the describing methods of STJs publishing, study the process-oriented organizational structure re-engineering of Journal of Management Case Study around the optimization and expansion of the organization I apply the previously mentioned comprehensive appraising methods to the multimedia publishing model, and put the multimedia model into the specific business process, and realized in the process-oriented organizational structure.
