In this paper, a demand analysis for the travel agency appraisal business, put forward the architecture of the Web tour guide personnel evaluation system based on the architecture, evaluation plan and evaluation functions are designed based on the implementation of the business, which provide a new way for the travel agency to establish multi model assessment management objectives. Aiming at the evaluation of travel agency cannot be quantified, and the existence of human factors in this case, the dynamic weighted evaluation algorithm design, make tourists evaluation module to realize remote, dynamic management, evaluation and management were compiled, respectively, compute unified management, from the evaluation factors to avoid the interference of human factors, guarantee evaluation of comprehensive, objective of tour guides. The system makes full use of the development of information technology results, as the strong technical support, make innovations in system architecture, operation mode, achieve better information interaction, and provide effective reference for personnel decisions and adjust the goals of travel agency, in order to better achieve the tour guide personnel management objectives.This paper first introduces the background of the study evaluation system of tour guides, the problems to be solved are outlined, and discussed the research significance and importance of the subject, describes the main construction target system. This paper introduces the design method of the system, the method of system analysis and system construction process were described in detail. This paper carried out a detailed needs analysis to the system, including business requirements, functional requirements and non functional requirements, the system’s main business process diagram, use case diagram and class diagram illustrates the concept, demand content. The design and the module design of system, including the basic business management and evaluation of business management function module, and the function of each module is given the function structure diagram, class diagram and flow chart. This paper carries on the detailed design to the system database, and use the entity class diagram, E-R diagram and database table structure. Finally, the content of the study are summarized, points out the deficiencies of this paper, summarizes the experience and the experience in the research process.
