With its rapid development, Internet has becomes an important channel for peopleto obtain and deliver information quickly. Talent service tends to be diversified, such asthe talent flow management, human resources development and archival datamanagement and so on. For the daily personnel management, people hope to deal withit by themselves easily instead going to the talent service center frequently. However,the talent service enterprises hope deal with multiterm business, simplify workingprocedure and reduce the cost based on the WEB platform so as to improve workefficiency and users’ satisfaction.Fuzhou Personnel Public Service Center decides to build the talent managementsystem based on WEB in order to improve the management of permanent staff and workefficiency of center and avoid mistakes caused by labor management. According to theneed of actual business, the main function includes human resource informationmanagement, business declaration, management of declaration confirmation andverification, personnel file management, information comprehensive inquiry and shortmessage control and so on.During the system development, it mainly applies modularization technology,UML modeling technology, database system theory and so on. The use of plenty ofapplication opponents in the system can greatly improve the maintainability andexpansibility and reduce the development circle. The UML modeling tool includes theuse case diagram, sequence chart and class diagram and so on, which help enhance theunderstanding between users and developers of the system, improve the readability ofsystematic design document, and lay a sound foundation for the realization of system.Under the guidance of relational data base theory, concept and logical contracturedesign theory, it can achieve the design and optimization of system database object. Onthe basis of the above-mentioned, the author compiles the system code at theplatform.NET4.0and conducts series of test for the system. The result shows that thesystem is in the stable operation and the result is correct, reaching the anticipated designobject of program.
