Water is the basis material for the existence life in the earth, it is the primarycondition to maintain the sustainable development of the global environment. This thesisfirst introduces the water information management systems related theory, networkinfrastructure, development platforms; Then a detailed description of the databasemanagement subsystem, application subsystems, water resources managementsubsystem four subsystems business structure and function; while the design of thesystem database data on the system of scientific management; system Visual C#as thedevelopment language, ARCGIS as a development platform for development. Inaddition, the system is very also convenience for the user to the function of a variety offile formats, include maps output of thematic.The water resources information management system to develop with GISapplications, it is beneficial for the Minjiang River water organic integration of differentforms of data, to grasp the local spatial and temporal distribution of water resources,water resources development, utilization, management, configuration, conservation andprotection provide quality service and build a rational layout, advanced technology,complete functions, fast response water information systems engineering, themanagement of water resources is more intuitive, accurate, scientific and systematic, improve work efficiency.
