Water conservancy is one of infrastructures of the national economy.21st centuryChina, with the development of economy and society, the problems of floods, drought, soilerosion and water pollution, have become more and more prominent,which led to thedevelopment of economy and society restricted severely. Flood who rule the world, adjustthe flood of ideas, principles of water management policy change, the transition fromengineering to Resources Water ’s water conservancy, water conservancy from traditional tomodern water conservancy, water change and sustainable development.In the above transformation, water conservancy informatization is a necessaryway,which is the basis and premise of making the water resources into the state of unifiedmanagement, optimal allocation high utilization and achieving water conservancymodernization. Since the " Goldwater Project" had been built, Chinese water conservancyinformation began into the high-speed development stage, and realized the leap frogdevelopment in the11th Five-Year Plan, which means Chinese water conservancyinformatization from the start to the initial formation of scale. With the promulgation of theNational Water Resources Development in the12th Five-Year Plan, especially the warningeffect of the Southwest-drought-crisis, Chinese water conservancy informatization will entera golden age.There is a close link between the general objective of this project and the sustainabledevelopment of water utilities,. The systems functional design,which focus on the waterdevelopment strategy of the trinity of" security, resources and environment ", usedBrowser/Server multi-tier architecture, combined the fine architecture and art technology,and realized a demand-oriented, application-around, water utilities-promoted for efficiency.The project aims at achieving the resource sharing and office integration of image-text,through building, expansion, upgrading and so on, to integrate the application system andadministrative information resources of Guangzhou Municipal Water build an managementplatform for administrative resource, empolder the core systems of Guangzhou MunicipalWater, and blend daily office, administrative examination and approval, project management, business offices and electronic monitoring,, The systems built in Guangzhougovernment network in and out, guided by standards for government network and water, inaccordance with the multi-tier architecture model that divided into some gradations for publicservice system, water business system, public support systems, data systems, networkswitching platform, infrastructure, etc.This paper conducted a comprehensive sort for the organizational structure of theGuangzhou Municipal Water, organized the main task about the functions of the user’sinternal organs and direct reporting units, analysed the status for the informatization of theGuangzhou Municipal Water,acquainted the user, functions and data structures. Based on this,the paper analyzes the requirements of the users. In the analysis,business process analysissystem is refined based on the business functions, using survey data to each step in theprocess of dealing with business with a complete graph to string together. Draw the businessflow charts, analysis, optimization of business processes. In business process design, we cancarry on unified planning of each subsystem data, formulate the corresponding data standard,specification of the data structure, reduce the data redundancy. Use of data standards,establish the data exchange platform, the data interface between each subsystem, realizes theinterconnection between the system, the data are fully utilized, to eliminate informationisolated island, reduce the data maintenance.The completion of the system, will make the informatization level of the city watersystem on a new level, achieve the sharing of information resources, improve work efficiencyand meet the daily needs of water business.
