TY City is a metropolitan city in the mainland of China suffering from a severe shortage of water, which has restricted the city's economic development. In order to achieve better development, administration and protection of water resources, it is of necessity to employ information technology to construct a water management system and promote its informatization, automation and intelligent development. The system is to meet the need of informatization management of water resource from the city's Water Supplies Group, by employing.NET framework technology, C# programming code and SQL Server 2012 database in order to complete the development of water management system. GIS technology has also been used, plus the navigation, mapping and data analysis services provided by Baidu Map API. Various types of data can be demonstrated graphically in the map and searched in the system. In addition, the system is divided into three platforms which are application platform, network platform and hardware support platform. Application platform is the software applications of the system that includes six modules, which are basic information administration of water resources, station supervising management module, remote monitoring module, book account management module, statistical reporting module and system management module; hardware platform includes remote monitoring and control terminal equipment and automatic control devices and etc., in order to collect and monitor the data of water quality, water level and water volume simultaneously, and then submit the real-time data to the application platform through the network module terminal. Network platform is to provide a communication channel to exchange data for applications platform and hardware support platform. The telecommunication network used in the system is GPRS mobile communication network.Currently, the system has been strictly tested and has been successfully deployed and employed in TY City Water Supplies Group. The findings show that the system can collect the real-time data of the water quality, level and etc, as well as conduct real-time monitoring on discharging outlet and other key polluting origins. This has not only significantly improved the water management and the efficiency, but also slowed down the growth of water pollution. The employment of this system has basically helped the Water Supplies Group to fulfill the informatization, automation and intelligent development of the water resource in the city.
