Along with the apparently increased information transfer rate at the era of highly developednetwork, people can greatly enhance the office efficiency with the network when working.For traditional office mode, it is seemingly cumbersome to deal with plenty of data whenworking. During the archive management at the university, people used to manage personnelinformation with the archive. Considering the working process, it is firstly necessary toprepare archival form with sheets of blank paper. Then, the teaching staffs shall fill in thepaper archival form. Next, the personnel administrator shall save the archive in the filecabinet. As such traditional model is of low office efficiency, it can not satisfy the modernoffice requirements. With the widespread use of computer and popularization of network,people has increased work efficiency apparently by dealing with the plenty of data withcomputer during working. For personnel management at university, it is not only necessary todeal with plenty of information of staffs but also necessary to start archival management.Therefore, it is necessary to develop a university personnel management system to completedealing with plenty of information during personnel management.This system, adopted with the browser/server model design, is of strong expandability,simplicity in operation&maintenance and strong resource sharing. It can deal with plenty ofinformation of university personnel management rapidly. To add, revise and inquire theinformation of university teaching staffs, this system is added with staff absenteeism module,salary module, mail management module and other functions, thus the system enhances thefunctionality and practicability of personnel management system and also can satisfy therequirements of university personnel management.There are differences in personnel management requirements of university and otherenterprises, for first of which it is necessary to have basic information of teaching staffs andalso manage the professional information such as the title, archival establishment and teachingsubject of teaching staffs. As a result, the university personnel management system is requiredto be of strong functionality, comprehensive information category and simplicity in inquiry and searching. In accordance with the abovementioned characteristics of university personnelmanagement, this system could realize the efficient personnel management with manyfunctions such as: networking of information management, overall inquiry of teaching staffs’information, analysis&decision of information statistics as well as the decentralization ofuser management. During university personnel management, it is more frequent to searchworkload and information than the other enterprises. For example, the professional titleappraisal is implemented for the university teaching staffs each year. The personneladministrator inquires the teaching staffs’ information which is in line with the conditionswith the personnel management system and then sends the professional evaluation notice anddetails to the teaching staffs with mail module in the form of mail. The complicated work canbe completed with such simple steps. The university personnel department completesprofessional evaluation notice simply and efficiently by adopting the informationizationmeasures. Such work to be completed with several personnel staffs in the past can becompleted by one staff now through application of personnel management system. Theinquiry of teaching staffs’ information which is in line with the conditions and issuance ofnotice can be finished with the personnel management system in short time. However, it isnecessary to take several days to complete such work during the personnel management in thepast. It is thus proved that the manpower and human resource of university personnelmanagement department is greatly saved and its working efficiency is greatly enhancedthrough the application of personnel management system.University personnel management system is designed with ASP technique, featuring simpleASP technological code, easy learning and fast development speed. This system divides themanagement of teaching staffs’ information, salary and database into many functionalmodules. During the system development, the performance test of each function can beimplemented after the completion of each functional module to enhance the developmentefficiency of personnel management system. In this system, the form verifies and proves thatthe use of Javascript client language and operation of Javascript does not occupy the serverresource in the client computer, thus increasing the running speed of personnel managementsystem.With regard to the functionality of university personnel management, the salarymanagement module is increased in accordance with the university characteristics.Consequently, the personnel department can manage the salary of teaching staffs and calculatethe monthly salary of the teaching staffs according to their attendance days. Personneladministrator firstly can input the calculation formula of the teaching staffs’ salary into the system according to the university salary management system, thus easily calculating themonthly basic salary of the teaching staffs by using the system’s calculation function.
